JEANEEN KLOKOW Fall Proves Fatal Friday To Infant Jeannine Klokow, seven-months-old daughter of Mr. and Mrs. James Klokow of 515-A Center Ave., died of injuries suffered in a fall at the home about 7:30 p.m. Friday. Dr. Reed M. Simpson, Sheboygan County coroner, said this morning that a head injury was the cause of death. The child’s mother, Mrs. Ruby Klokow, told police that she had laid the youngster on the living room sofa and then left the room to put her two-year-old son to bed. She was out of the room for about 15 minutes, and she heard the child cry but did not go to her immediately. When she did return to the room the child had fallen from the sofa to the floor and appeared to be in distress. Mrs. Klokow called her sister, Mrs. Russell Morancy, of 1606-A Division Ave., who in turn called police. Wisconsin police crack 1957 case of 7-month-old infant’s death
Ruby Klokow, 76, pleaded guilty Monday to the second-degree murder of a her 7-month-old daughter in 1957.
On March 1, 1957, a 7-month-old girl named Jeaneen Marie Klokow died at home. Sheboygan, Wisc., investigators ruled that she’d fallen off her mother’s couch by accident.
For decades, that was that.
Except she’d been killed. And decades would separate the medical advances and nagging consciences that resulted in her mother’s guilty plea to second-degree murder in Sheboygan on Monday morning.
“It’s really an incredible thing,” Sheboygan County District Atty. Joe DeCecco said by phone on Monday, and he would know: Prosecuting someone nearly 56 years after the fact required improvisation.
Hours earlier, 76-year-old Ruby C. Klokow formally pleaded guilty to what she’d recently confessed in front of Sheboygan detectives who had revived the case -- she had abused her daughter to death.
Except the second-degree murder charge she confessed to no longer exists under Wisconsin law. The crime scene was long gone -- knocked over years ago where the county sheriff’s department now stands. Case files were missing, and good luck asking the original investigators where they went.
“Half the people that were around then were dead now,” DeCecco said. The other half were mostly too old to remember what happened.
But some memories hadn’t eroded over half a century.
Within the world of criminal investigation, infant-abuse cases can be among the toughest to prosecute. There are often no witnesses other than the suspect, and investigators often must try to find the difference between a loving mother’s bad fall and something more malicious.
A 2008 tip by James Klokow, one of Ruby’s sons, captured investigators’ interest.
James Klokow knew forensic science had advanced, which is why he came forward. He had been bothered by memories of brutality that he related to Sheboygan investigators -- of being locked in the basement and getting so thirsty that he drank water off the floor; of hearing a grandmother’s confession that he’d been thrown against a wall as a child; of watching his mother beat his brother’s toes with a hammer.
He also told investigators that his mother had blamed him for his sister’s death; his mother claimed he’d been crying in another room, and so she had to deal with him upstairs at the time Jeaneen fell off the couch.
Police interviewed surviving relatives and accumulated an unflattering portrait of Ruby Klokow, whose attorney did not respond to a request for comment. A surviving sister of Ruby’s, Judith Post, told investigators of the night long ago when she was baby-sitting for her sister. Ruby and her husband, James, came home and were arguing.
“Judith stated ... that Ruby snatched Jeaneen out of Judith’s arms and tossed Jeaneen towards James saying something like ‘here – catch her,’” Sheboygan Det. Paul Olsen wrote in a charging document. “James caught the baby and threw her back to Ruby, with Ruby throwing the baby back to James who failed to catch the baby who fell to the hardwood floor.”
Judith told investigators she thought Ruby had gone to jail in 1959 for killing the baby. Police confirmed Ruby had served time -- but for adultery, a legal relic of that era.
Detectives ultimately got Ruby Klokow to confess to flinging Jeaneen at a couch and causing her death in 1957. The original autopsy found that Jeaneen suffered two brain hemorrhages, a partially collapsed lung and three scalp bruises.
Two medical experts who reviewed the old autopsy reports and exhumed the body, said there was no way Ruby’s original story -- that the baby had simply fallen off the couch -- could be true.
(Scott Klokow, another of Ruby’s children, was found dead in his crib seven years after Jeaneen died. No charges have been filed in his death. Ruby’s husband, James, is deceased.)
“She stated she shouldn’t have had any children, wished that she never had children, and knew she was ‘mean’ to them,” Olsen wrote of Ruby.
But even with a confession, DeCecco’s prosecution had to be creative since laws had changed since 1957.
“We all thought it was important she should be charged,” said DeCecco, who spent two weeks searching through archives and emailing fellow prosecutors and experts to find the laws under which he was required to prosecute Klokow. “They all were like, what year? God, 1957. … Fortunately some people don’t get rid of anything.”
DeCecco, too, was scared of actually taking Klokow to trial. “The jury’s going to be looking at a grandma, not a vicious 21-year-old,” he said.
Also, the jury could have convicted Klokow under a lesser charge that had long ago passed its limitations -- a legal loophole prosecutors would not be allowed to tell unwitting jurors, per court rules, potentially letting Klokow pick up a conviction that resulted in no punishment.
“Jury wouldn’t have known till they read the paper the next day,” DeCecco said. “They would have been [angry], I’m sure.”
According to court charging documents, Klokow had already expressed remorse over the infant’s death.
“When asked why she didn’t tell police what really happened, she stated she was scared and didn’t want to go to prison,” the detective Olsen wrote. “She stated she has felt terrible inside all these years, that the incident built up inside her and that she should be punished for what she did. She stated she didn’t mean to injure Jeaneen, that it was an accident, that she loved her daughter ‘very much’ and was very sorry at what happened.”
Ultimately, prosecutors and Klokow reached a deal to avoid trial. Klokow, at her age, is not expected to serve much if any time in prison, and is likely to be placed under electronic monitoring, DeCecco said.
“Going back in time was not a particularly pleasant thing when you look at all these dark family secrets,” he said, adding, “I guess ‘Leave It to Beaver’ and ‘Father Knows Best’ didn’t accurately portray every ‘50s family.”

LOUIS C. KOELLMER Louis C. Koellmer, who resides on section i, Herman Township, is a son of Fred and Elizabeth (Holland) Koellmer, and was born in Oberhof, Saxony, German, February 4, 1833. After receiving a common-school education, he served an apprenticeship of three years with his father, who was then a village blacksmith. He emigrated with his parents from the Fatherland when seventeen years of age, leaving Hamburg in 1850. He went by way of Hull and Liverpool to New York, and thence to Philadelphia on a three-mast American sailing-vessel. He was one of seven hundred passengers aboard this vessel on her long journey of forty days, during which time she encountered some rather rough weather. From New York City, Mr. Koellmer continued his journey by way of the Great Lakes to Sheboygan, where he remained about a month. The father went to Mosel Township, where he bought sixty acres of timber-land, only a few acres of which were then under the plow. This property, for which he paid $475, was later sold to one of his sons. The father was born October 18, 1808, and after seeing his family grown up about him, went to live with his son Frank, where he died at the advanced age of sixty-nine years. Until reaching his majority, Mr. Koellmer remained under the parental roof, and then went to Lake Superior, where he worked at his trade for about six years. He then returned for a visit to his parents, afterward going back to Lake Superior, where he made another stay of two years. In 1876 he bought one hundred and twenty acres of land, eighty acres of which lie in the town of Herman and forty acres in the town of Meeme, Manitowoc County. The former was partially under cultivation, but the latter tract was heavily timbered. For this farm of one hundred and twenty acres, Mr. Koellmer paid $2,800. He lived in several different residences, each being better built and more modern than its predecessor. A beautiful stone dwelling, 26x40 feet, now adorns the homestead, and since its erection a wing 18x20 feet has been added. Our subject has been twice married, his first wife being Miss Bertha Thamer, a native of Saxony. One child, Bertha, was born of this union. She is now living in Sheboygan, and is the wife of Albert Droscher. On the 27th of February, 1867, Mr. Koellmer wedded Miss Pauline Dornhoefer, daughter of Paul Dornhoefer. She was born March 27, 1834, in Baireuth, Oberfranken, Germany. She braved the voyage across the stormy deep all alone. She is the mother of four children: Odelia, wife of Fred Bender, a farmer of Herman Township; Amanda, wife of Edmund Kolb, a carpenter of Manitowoc County; Gustav and Selma, who are still at home. The family of our subject are members of the Evangelical Lutheran Church. In politics, he has been a life-long Republican. He has served as Road Master for one term, and as an honest, hardworking farmer commands the confidence and esteem of his neighbors. Mrs. Koellmer mourns the loss of her father, who died August 12, 1877, and of her loving mother, who departed this life in 1872, both dying abroad.

AUGUST OLM (d. 1980) Area Man, 74, Dies Of Burns At His Home An elderly man who had lived alone in the Village of Franklin was found dead in his residence Saturday, with burns over 80 to 90 percent of his body. Authorities said the body of August Olm, 74, was discovered by his brothers shortly after 9:30 a.m. Saturday. The death has been ruled accidental. According to Sheboygan County Coroner Robert Kulhanek, it appeared that Mr. Olm had been dead since the previous night. His clothing, the coroner said, had caught fire while he was attempting to ignite a small wood and paper burning unit that is part of a cooking stove. “He was evidently trying to light the stove when his clothes caught fire and he ran outside to try to extinguish the flames,” said Kulhanek. “Instead the high winds helped fan the flames. He ran back into his home and collapsed and died in the entranceway.” Apparently nobody witnessed the incident and the fire went out long before the body was discovered the next day. Mr. Olm’s residence is located across the street from the village fire department. LOUIS RAUTMANN Louis Rautmann is Killed When Auto Is Struck By Limited Train Today Hurled 300 feet ater his dodge touring car was struck at the Haven crossing by the Green Bay and Chicago North Western limited commonly known as "The Fox" at 8:31 a.m. today, Louis Rautmann, aged 44, of Route 1, Elkhart Lake, was instantly killed. He was alone in the car and was traveling in an easterly direction toward the A.L. Wagner feed warehouse, where he was going after some corn that he had ordered earlier by telephone. Witnesses said he was going slowly and could easily have stopped, but that he was watching the track toward the south where a freight train was switching. The Fox, going in a southerly direction toward Sheboygan, where it was due at 8:45 a.m., was said by the witnesses to have been going at its regular rate of speed. Body Is Hurled Side curtains were on the touring car. These were torn out, and the automobile was pounded into an almost solid mass of rolled steel and tin. The body of Mr. Rautmann was catapulted clear of the automobile, landing across a side track east of the main track. Several residents of Haven, farmers who were in town of business and section hands from Cleveland, rushed to the scene as soon as the train passed, and picked up the dead body of Mr. Rautmann removing it to an express truck on the station platform. The top of Mr. Rautmann's head was cut wide open, his skull was crushed and he was otherwise cut and badly bruised. Train Carried Auto The automobile which was reduced to a mass of junk, was carried on the cow-catcher of the engine for a distance of a little more than a quarter of a mile down the track before the train stopped. It was then removed to the east side of the track. Frank Markus, North Western agent at Haven, escaped injury through a streak of good fortune. He was standing in the doorway of the south side of the station, and as the train went by gravel and stones were showered against the front and side of the station, a large stone flying through the window in front of which the agent is usually seated at his desk. It struck a filing case with considerable force. If he had been at his desk, the stone would have struck his head. Fred Franzmeier of Haven, William Rauber of Cleveland, foreman of Section No. 9, John ?, John Fox and the brakeman on the freight train picked up the remains of the tragedy victim and carried him to a nearby express truck. Walter Lindow of Route 1, Elkhart Lake, arrived soon afterward, and identified Mr. Rautmann. Coroner Called Coroner C.N. Sonnenburg was notified of the fatal accident, and after he had made an investigation, he released the body to Walter Ahren, Howards Grove undertaker. William Rauber was walking from a store toward the railroad station when he saw the Rautmann car approach the track. "I saw the car nearing the track," he said, "and also saw the train coming. I wondered why in the world he did not stop. He was slowing up and I thought he would stop, but he kept creeping along and the train hit him." Oscar Oswald, who resides a mile north of Haven on Highway ? was on the west side of the track waiting for the train to pass. "I saw him coming, and I motioned him to stop," Mr. Oswald said, "but I guess he did not see me. He was looking south, where a freight train was doing some switching, and it appeared that he did not look north.” Warned Another Oscar Voland of Route 3, Cleveland, was in the State Bank of Haven, which is on the north side of the road just west of the crossing. He was transacting business with John Hauch, cashier in the bank, and as he was leaving, Mr. Hauch made some comment about being careful while going over the tracks. “I had just told a customer (Mr. Voland) as he was leaving the bank to be careful while going over the tracks as it was about time for the limited to come through,” Mr. Hauch stated. “Just then I heard a crash and saw the dust fly. I knew someone had been hit.” Mr. Hauch informed Fred Franzmeier, who lives in the residence at the rear of the bank, and they both went out to the scene of the accident. Charles Hintz of Green Bay was the engineer, and William Gaffnew of Milwaukee was the conductor on the train. Neither of them would comment on the accident, except to say that the Haven crossing is not particularly dangerous and that the fatal crash actually occurred. They did not try to explain how it happened. Way Freight No. 43, northbound, was switching south of the crossing when the passenger struck the automobile. Near Destination Mr. Rautmann was on his way to the A.L. Wagner warehouse for some corn. He had telephoned to the place earlier in the morning. Inquiring of the bookkeeper, William Hertel, whether there was any seed corn on hand, he was informed in the affirmative, and he said he would call for it. The Wagner place is just east of the railway crossing on the south side of the road. Widely Known Mr. Rautmann was recognized as one of the best dairymen in Sheboygan county. He operated an eighty-acre farm in the town of Herman for many years, and was widely known and liked. He was born in the town of Sheboygan Falls on March 15, 1884, the son of Mr. and Mrs. Henry Rautmann. He stayed on the farm until Jan. 25, fifteen years ago, when he married Miss Erna Horneck, daughter of Mr. and Mrs. Henry Horneck of the town of Rhine. They moved to the present farm, which they have run ever since.
