Incidentally, big George, quite a center a few years back in the local Major AA loop, no longer dons a uniform himself. Manitowoc Herald Times Friday, December 9, 1949 pg. 11 ******** STUBBORN MAN Hunger Strike Protests State Sales Tax GREEN BAY, Wis, (AP) -- George Rand describes himself as a very stubborn man. And Wisconsin's sales tax has made him an angry man--so angry, in fact, that he's staging a hunger strike in the window of his small dairy store on Green Bay's West Side. He has been in the window since 11 a.m. Monday, and says he plans to stay there until he starves or until he gets considerable help in having his sales tax removed. Rand, 63, said Wisconsin's 4 per cent sales tax is discriminatory and unconstitutional. "It discriminates against only one group of people--retailers," he said. "Retailers must collect the tax, keep records, pay the state and even pay the state for taxes they are unable to collect." The state says Rand owes $557 in back taxes. His retailer's license was revoked on March 31 for nonpayment and the store has been closed since then. Wisconsin retailers are required to collect and forward to the state a 4 per cent tax on their gross sales, but the customer does not pay any tax on items costing 12 cents or less because 4 percent of that amount is too small to round out to a penny. Most of his business was with children who bought low-priced items such as gum and candy bars. Rand also said he object to a $500 deposit required by the state. "Why doesn't every profession man, industry, wholesaler, even wage earner, not have to post $500 for the right to make a living in Wisconsin," he said. Rand, who is married, said he will sit in the window "with only water until the majority of the people of Wisconsin and especially the retailers help me have this phony sales tax removed." Students from West High School across the street stop by to talk to him, and he reads and watches television.
