TOWN OF TWO RIVERS

                         Town Board Meetings

The Town of Two Rivers Board met weekly, usually at the home of one of it's
members. Most often it was at the home of the Town Clerk. Later on, they 
would meet at the Eastwin Tavern, which was on Hwy 147 across from Eis 
Movers, Highway 147. It served as the Town Hall until 1950, when the 
present Town Hall was built. Mr. Rufus Burby was the owner of the tavern 
at the time.The following minutes and copies of documents were retrieved 
from our Town Hall Safe. Many hours were spent going through ledgers, 
slips of paper, notebooks and files. 
Keep in mind that the first Town Clerks we had were directly from Germany,
and wrote or spoke no English. There are many ledgers written in the 
beautiful Old German Script, however, it is almost impossible to 
translate-it is a lost language. Later, these German writers language 
improved where we were able to read what they wrote, however, the writer
sometimes does not spell well, use proper punctuation, or, what he has 
written is not quite what he meant to say. All the following town board 
meeting notes are copied EXACTLY as the clerks wrote them. It took a lot 
of effort NOT to correct their errors. We hope you enjoy them. Also keep 
in mind that the Town of Two Rivers and the City of Two Rivers was divided 
in 1878. Up until that time, we were one. We had to double check where the
writer meant when they were talking about Two Rivers, either the town(us) 
or the village( them).



                     Town Board Meetings

 April 9, 1849
"It was moved and seconded  that hogs be not allowed to run at large"

"It was moved and seconded  that no person shall be allowed to fire any 
manner of firearms within the limits of this town nor shall any person be 
allowed any play on the Sabbath day - which motion was withdrawn."

"It was moved and seconded that no person shall be allowed the playing of 
ball on the 
Sabbath day under penalty not exceeding two dollars for each offense -
which motion was withdrawn."

(It was noted that the town clerk was paid $35.00 per annum.)

June 4, 1849
"Resolved, That this board meet on Saturday, June 16th, at Neshoto,in this
town for the purpose of viewing and laying out a Neshoto road to intersect
with the Mishicot road at some feasible point. Adopted"

April 12,1851
"Resolved, That Jacob King and A. Raymond be and hereby are appointed a
committee to superintend the building of a bridge across the Neshoto River
under the same obligations as agreed and resolved by the late board of 
supervisors on the 9th of December, 1850, and that the above named persons
be expressly instructed to make contract in writing."

April 25,1851
"Complaint having been made to the Board of Supervisors that,"C.K"., in 
consequence of his habitual drunkardness is about to become a county 
charge, notice is hearby given that any person or persons, selling or 
giving any intoxicating drink to the above named person, will be 
prosecuted to the utmost extent of the law."

July 28,1851
Complaint having been made to Board of Supervisors that "Shoemaker Smith" 
is about to become a county charge. Notice is hearby given that any person
or persons selling or giving away intoxicating drinks to the above named 
Smith will be prosecuted to the utmost extents of the law."

Oct. 1, 1853
"A road was laid out by Jacob King, Supervisor, on the town line to 
intersect a road from Neshoto to Mishicot."

March 29,1854
"50.00 for opening a new road from the Tannery to Mishicot.
50.00 for opening a new road from this village (Two Rivers) to Neshoto on
the south and west side of the West Twin River.
50.00 Building a bridge across the West Twin River on ____ street and 
said bridge to be built with a draw for the ____of boats And it was 
mutually agreed between the Town and H.H. Smith for the firm of Aldrich 
and Smith, that if the town would raise 250, they, Aldrich and Smith Co, 
would then add to their highway tax for this year,1854, sufficient to make
the sum of two hundred fifty dollars."

Sept. 11,1854
           
"$250.00 to be raised to help build a bridge across the Neshoto River near

July 13,1855
"Petition from James W. Daniel and 151 others was presented praying the 
board to take some action to stop the selling of liquor on the Sabbath or 
Lords Day. A remonstrance in the German language was presented, but no 
interpetor appeared. After some discussion and several motions, the matter
was postponed to the next meeting."

June 16,1856
Board proceeded to consider the sealed proposal for building a bridge 
across the West Twin River- there was but one proposal in the office of 
the town clerk-made by J.A. Millis and Robert Grey to build bridge for 
$1625.00. Plans and specifications be laid on the table next meeting."

June 21,1856
"V. Kaufman and Joe Kalk presented a proposal with plans and specifications 
for building bridge over the West Twin River at which was not considered. 
A motion to further consideration of the building of the bridge postponed 
till the next meeting of  the Board."


Oct. 27,1856
"Board rejected proposal of Grey and Millis. Voted to accept H.H. Smith to
build a bridge across the West Twin River for 1350.


July 4, 1853
"100.00 paid to Felix Walsh for labor that he performed in beating down 
the banks and repairing the bridge across the East River."

"On motion of board it was ordered that two signs be made and placed, one 
on each end of the bridge- in the East branch of this village- as follows-
"Five dollar fine for riding or driving across this bridge faster than a 
walk."

May 7,1852
"Resolved- That proposals to be solicited for the building of a Pound, 
said pound to be forty-two feet square and eleven feet high,to be built of
good merchantable inch(?)And one greater boards-and cedar posts. Said 
posts not to be farther apart than seven feet and to be better, not less,
than three feet in the grounds.The boards to be nailed enough to make 
secure, there shall be also a gate four feet wide, hung upon good 
substantial iron, hinged and secured by lock and key."

July 19,1852
"Resolution"
"1st- It shall be lawful for any  person finding swine running at large 
within the precindts of this town, to take such swine in his possession 
and deliver them to the Pound Keeper, who shall receive the same and 
safely keep until disposed of as hereafter proceded."
2nd- The Pound Keeper, on reciept of each head of swine to him delivered,
shall make an entry in a book to be kept for that purpose of the 
description of such swine- the date of reciept, and by whom delivered and 
shall post the same in three of the most public places in town- within 24 
hours.
3rd-All swine so recieved by the Pound Keeper shall remain in the Pound 
subject to delivery to the owners or claimant thereof for the space of six
days. At the expiration of which time, if not claimed and taken away, with
the payment of all charges, they shall be sold by the Pound Keeper at 
Public Auction to the highest bidder and that said Pound Keeper shall duly
make entry in his books of description of the swine sold and by whom 
purchased."
4th-  Each and every person delivering swines found at large to the Pound 
Keeper shall be entitled to the sum of twelve and one-half(121/2) cents 
for each head delivered. The Pound Keeper shall, as a compensation for his
services, thus following sums-to-wit :

For receiving and locking up-(121/2)twelve and one-half cents.
Keeping each head per day(10)ten cents
Advertising and selling each(121/2)twelve and one-half cents."

July 7,1866             
"Motion made by John Magee, to contract with the Captain or Owners of the 
new vessels being built at Neshoto, not to raise their masts before he 
pays under the three bridges in this village the sum of not more than 
$125.00." -carried 

Feb.15,1869             
"Motion adopted that Dr. john Oswald was willing to accept the appointment
of the town Poor Doctor for the sum of $35.00 per quarter and to furnish 
medicine." -carried

April 19,1869           
" Adopted proposal that George perell be appointed keeper of the cemetery 
and that he be allowed to charge $2.00 for large and $1.50 for small 
graves."-carried

Sept.6,1869             
"In being presented to the board that a certain old lady by the name of 
Catherine Franke was deemed unable to make a living and declared a 
willingness to go back to Europe in the town would by her a passage ticket.
The board hereby instructed to purchase a passage for said Lady Catherine
Franke and defray expenses out of the poor fund.
Further resolved it being undoublty cheaper to pay passage to Europe then 
to keep and expense her for YEARS."-carried
   

August 3,1874           
"Petiton by George Silversack that the board FORBID all dealings in 
intoxicating drinks, to sell or give liquor or any alcholic drinks to W.M.
of the village of Neshoto, the same being a habitual drunkard, motion 
granted and notice ordered to be posted."

Dec.18,1874            
"Bills presented to board from Cooper and Jones for lumber, pickets, and 
stone for $22.12." 


Jan.3,1876              
"Motion presented by H.Goedjen to appoint Sargent Hartung, a special 
policeman to preserve order and keep watch in the town and preserve 
vioutous and disorderly conduct and to prevent the violation of all and 
any law or regulation made in the town for the preservation of peace and 
that for such services be paid $10.00 per monde-motion carried by a full  
vote."
   
April 2,1872
"Moved and seconed that horses and hogs not be allowed to run at large.
Motion seconded and carried."


April 11,1873
"Motion by Henry Karch that horses, hogs, sheep and cows not be allowed to
run at large." Seconded and carried"

Record of Strays
"Came into the enclosure of the Subscriber on or about the 26th day of 
August,1868.
A red cow with white belly the right ear is cut or slit with a knife for 
a mark and has a bell on.The owner is requested to prove property, pay 
charges, and take her away dated at Two Rivers September 1868."
